A community just outside of Austin, Texas, was pounded by about 10 inches of rain over a few hours early Tuesday, causing flash floods and leaving at least 15 residences surrounded by water, a Texas emergency management official told CNN.

It may be near the end of the week before power is restored to some of the millions of those lacking electricity following weekend storms as another day of sweltering temperatures was forecast for much of the nation Monday.

Fifteen people were hospitalized after a lightning strike Monday morning at a golf course in North Stonington.

UPDATE:  The Grand Isle Police Department tells NBC33 news the evacutation order will remain in place until Tropical Storm Debby is over land. ___

The National Hurricane Center has discontinued tropical storm warnings for the Louisiana coast. Tropical storm watches and warnings remain in effect for Alabama and Florida.

“The message of this campaign is simple: If you can hear thunder, lightning is close enough to strike you – go indoors immediately,” said Donna Franklin, National Weather Service lightning campaign manager.

Parts of the Florida Panhandle and coastal Alabama were under water Sunday, with an onslaught of torrential rains causing not just extensive flooding but also damage to roads and buildings, local officials said.
