I believe the daycare should be closed and fined. They shouldnt have a 9 yr old in the same area as toddlers. All of the toddlers should be taken and checked by medical staff for any underlying injuries with the parents and the daycare sharing the costs. After all this is done , the 9yr old should have a psychiatric evaluation to check him for any mental deficiencies. if that is all good he should be put into a supervised anger management program.
