PLAQUEMINES PARISH, LA — A fugitive sex offender from Plaquemines Parish, wanted since 2010, has been arrested
Henry J. Billiot, Sr., 49, of the 100 block of Luther Lane in Venice,was charged with failure to register as a sex offender.
On Wednesday, March 13, 2013, the Plaquemines Parish Sheriff’s Office requested the U.S. Marshals Service’s, Eastern District of Louisiana, Sex Offender Investigations Branch’s assistance in attempting to locate Henry J. Billiot, Sr., who was wanted in Plaquemines Parish since October 1, 2010 for failure to register as a sex offender.
Billiot was originally arrested by the Plaquemines Parish Sheriff’s Office on July 13, 1995 for two counts of aggravated incest that was reported in May 1995. The two incidents involved two separate victims. On August 7, 1996, Billiot pled guilty as charged to the first count and was sentenced to five years at hard labor. On June 4, 1997, Billiot pled guilty as charged to the second count and was sentenced to seven years at hard labor to be served concurrent. Billiot was released from the custody of the Louisiana Department of Corrections custody on September 26, 2003. As a condition of his release, Billiot was required to register as a sex offender for the remainder of his life, which he did not abide by.
On Thursday, March 28, 2013, the U.S. Marshals Service developed a possible lead on Billiot’s whereabouts. On March 28, at approximately 5:00 p.m., Billiot was located and arrested by the U.S. Marshals Service and Lonoke County Arkansas Sheriff’s Office at a family member’s residence near Little Rock, Arkansas. Upon being taken into custody, Billiot told arresting officers that he was relieved he was caught because he “was tired of living on the run.”
Billiot is currently being held in the custody of the Lonoke County Sheriff’s Office on no bond for being a fugitive from Plaquemines Parish pending a decision by the U.S. Attorney’s Office to indict him federally for failure to register as a sex offender. Billiot has waived extradition and will be charged in Plaquemines Parish’s 25th Judicial District Court if the U.S. Attorney’s Office refuses to indict him.
