NBC News — A European budget battle is pitting a number of wealthy member states against those seeking more aid. The budget mainly funds programs to create growth in farming and less developed regions of the 27 country bloc. The European Commission backs more spending, but some member states want limits to E.U. spending.
British Prime Minister David Cameron is expected to play a divisive role in budget discussions in Brussels. He arrived thursday morning for a preliminary meeting with European Council President Herman Van Rompuy during which he was expected to demand a real cut in the E.U. Budget. Poland and Spain are expected to head a group of nations asking for the commitment of more funds to help economic development in many southern and eastern European nations.
