Houma, La — Houma Police responded to the call of a male subject driving a motorized scooter on South Van Avenue pulling a wheel chair on July 15.
When officers arrived in the area officers located two white male subjects, one driving the motorized scooter and the other in the wheelchair. As the investigation continued, officers identified the individual driving the motorized scooter as Thomas J. Phillip, 24, and the subject in the wheelchair as a friend of his.
During the investigation, officers found that the motorized scooter belonged to Wal-Mart on Grand Calliou Rd in Houma.
Officers learned that Phillip was inside the business earlier and informed officers he wanted to take it for a “joy ride”.
At this point, Phillip was placed under arrest and transported to the Houma Police Department. Phillip was given a field sobriety test, on which he performed poorly. He was then issued a breatalyzer test and blew a .179, which is more than two times over the legal limit.
Phillips was arrested and charged with Theft Over $500 and Operating a Vehicle While Intoxicated.
The friend occupying the wheelchair was released without incident.
