The Juvenile Justice Program of Louisiana says the state isn't making the grade when it comes to helping out troubled youth.
The group gave Louisiana a D+ in its effort to reform youth in state detention centers.
Members point to reports of violence inside the centers that make for what they call an inhumane environment.
They say some changes have been made at the Jetson Facility in Baker since new legislation was passed in 2003.
But there's more work to be done to make sure the system is helping, not punishing, the youth.
