Livingston Parish, La (NBC33) — The Attorney General's Office says Livingston Parish President Layton Ricks was in the right when he signed a controversial check back in January, at least partially.
Layton Ricks signed a check to Alvin Fairburn and Associates for about $450,000 for work they were contracted to do in the parish.
The council raised concerns that Ricks didn't have the authority to do it, but the Attorney General’s Office says that part of the issue is okay.
Instead, they have an issue with Ricks not being allowed to spend unbudgeted money.
Ricks says the former administration gave the ok to pay the contractor, but previous president, Mike Grimmer, didn't put enough money in the budget for that invoice.
