A bill to cap the TOPS program failed in a Senate committee.
Senator Butch Gautreaux wanted to put limits on the amount of money college students receive through the scholarship program. It costs the state $130 million a year to fund the program.
Opponents to the bill say, the program encourages students to go to college.
TOPS provides scholarships to any Louisiana high school student, who stays in-state, and meets certain grade point average, as well as, college entrance test score requirements.
