NBC News — China's top leader reasserted the Communist Party's ultimate control over the armed forces monday. The comments come after calls that the 2.3 million strong People's Liberation Army be placed under government rather than party control.
Chinese Premiere Wen Jiabao's remarks were made in a wide ranging address monday at the opening of the annual National People's Congress. Meanwhile, on sunday, Beijing announced that it would boost defense spending by 11.2% in 2012.
