A second go at Mayor Kip Holden's capitol improvements proposal made it past the first hurdle.
The Baton Rouge Metro Council approved the $887 million plan during yesterday's meeting. Taxpayers defeated a similar proposal last November. The plan includes money for a new parish prison, as well as drainage and road improvements.
This time around, the parish wide vote will not include the towns of Central, Baker and Zachary. Those areas came out in strong opposition to the bill during the last vote.
The council votes again on the issue August 12th.
