It's possible that Roger just shoved the final few inches up the Saint's collective backsides. I'm virtually positive he wouldn't have handed this off to Tagliabue without some prior preparation and agreement.
Though it's been proven (yes, I said PROVEN) that the entirety of the case that Roger brought against the Saints was bogus, with this appointment he seals this travesty of justice in his favor.
