Crime tape stretched around a popular part of Baton Rouge near the I-10 – I-110 split after 21-year-old Telly Heard was found dead.

“I’m devastated – I’m hurting,” stated Juanita Allen “They didn't have to kill him.”

Juanita Allen is Heard's aunt. She, along with the rest of the family, is not just mourning, but now is asking why the violence in Baton Rouge has hit so close to home.

Police say Heard was shot by a man walking by the area.

After the shooting, NBC33 was told the shooter jumped into an older model black four-door Chevy Impala.

When Heard’s mother got to the scene, family members say she was so hurt, she passed out and had to be helped up.

While family members hope whoever's responsible is caught, police say they're determined to find the shooter.

“Murders are never good, no matter when or where they happen,” stated Sgt. Don Kelly with the BRPD. “Whether it's daytime or night time, in a crowded area or a desolate area, we're going to investigate it fully and we're going to try and find out who's responsible and put them in jail where they belong.”

This is the second murder the family has to deal with. Another family member was shot near the same spot just two years ago.
