The Louisiana Federation of Teachers has filed complaints with the State Attorney General's office and the Louisiana Workforce Commission about the treatment of hundreds of Filipino teachers recruited to work in Louisiana.
LFT says the teachers are forced to pay thousands of dollars in fees and are given poor living conditions.
They say in some cases the fees total almost 40% of their salary.
"We want to see this case investigated to the fullest extent of the law, says Cornell Washington, EBR American Federation of Teachers.
LFT says the company that recruited the teachers, Universal Placement International, threatens to revoke work visas for anyone who complains.
The union says it wants state officials to help protect the teachers.
