Russian president promises reforms
NBC News — Russian President Dmitry Medvedev promised thursday several reforms to the country's political system. In his last State of the Nation address to Parliament as President, Medvedev outlined plans that would ease the Kremlin's tight grip on power.
The proposed reforms include restoring the election of regional governors and allowing half the seats in the country's lower house of Parliament to be directly elected in the regions. The reforms come just days after massive protests against fraud in this month's parliamentary elections. An aide said the proposals would be sent to Parliament in the next few days.
