NBC News — Palestinian President Mahmoud Abbas said he will seek to upgrade the status of Palestinians at the United Nations next month. Abbas wants the Palestinians declared a U.N. observer "entity" with no voting rights.

While past attempts have failed, Abbas believes support from Arab states will help the Palestinian bid. Abbas announced his intention wednesday at a meeting of Arab foreign ministers in Cairo.
