Louisiana wins FEMA court battle

Louisiana won a major victory in a court battle with FEMA.
An arbitration panel ruled the federal agency must pay more than $470 million to replace Charity Hospital in New Orleans.
The facility had extensive damage following Hurricane Katrina. The panel's decision ends a long-standing dispute.
The money will be used for a 424 bed hospital. Governor Jindal wants work to begin by the end of the year.
