Louisiana SPCA proposes mandate to spay and neuter all pets

An animal rescue group in New Orleans wants local lawmakers to crack down on the city's pet population. The Louisiana SPCA is pushing for a law that will require most pet owners to spay or neuter their animals, unless they are certified breeders. It's part of a plan to reduce animal over-population and aggression in the area.

Officials in the business say it's not a bad idea but it would be tough to police. Pet owners are concerned about the cost. At some clinics, the price to spay or neuter a dog could be as high as $300, depending upon age and gender.

For now, this would just be a law in New Orleans, but people at the SPCA in Livingston say they would support a similar mandate in their own parish.
