2013 Legislative session showed great unity, missed some key issues

BATON ROUGE, LA (NBC33) — The legislative session may be in the books, but analysts said the session was almost historic.
Robert Scott with the Public Affairs Research council said it was clearly a year marked by unity across the lines. Republicans and democrats worked to get a balanced budget through.
However, Scott says even working together they ignored some serious long-term issues like funding retirement and highway funding.
"Management wise they came up with a better product than they started with and they showed a lot of independence from the governor,” he said. “And it made it probably a better civics lesson than other sessions. But they ignored a lot of real issues."
Scott says there were also key pieces of budget reform passed, including efforts to make the process more transparent.
