A 22-year-old woman died after she was hit by a car while walking along LA 46 in St. Bernard Parish.

According to the Louisiana State Police, the crash happened at roughly 8:40 p.m. on Sunday, Oct. 6. The victim, Candas Richard, was reportedly walking in the middle of the westbound lane when she was struck by an oncoming vehicle.

“Richard was dressed in dark clothing,” TFC Melissa Matey, LSP Troop B, explained. “Troopers urge both motorists and pedestrians to remain vigilant while on area roadways and pay close attention to their surroundings. Louisiana State Law requires pedestrians to utilize sidewalks where accessible or walk along the left shoulder as far away from the roadway as possible. Pedestrians should walk against the flow of traffic, wear light colored clothing, and stay out of travel lanes at all times.”

After the initial impact, the driver of the vehicle pulled over to the side of the road and attempted to flag traffic away from Richard. Unfortunately, an oncoming Mac Dump truck was unable to stop and struck Richard a second time.

Richard was pronounced dead at the scene of the crash.

Although officials do not believe impairment was a factor in this crash, they are analyzing blood samples from both drivers.
