Kenner, La (NBC33) — In Kenner, a city council member is calling her colleague Joe Stagni's actions outrageous and appalling, but stopped short of calling for his resignation.

Stangi admitted emailing a self-portrait showing him in a state of partial undress in December 2009.

Though they were sent from a private email account, the photo found its way onto a government server. Stagni said it became public when it was discovered during an unrelated investigation at Kenner City Hall.

In a statement, Stagni said he had an inappropriate but consensual relationship with a woman, in what he called "private acts".
