Crews prepare to move into final construction phase at O’Neal Lane intersection

City-Parish Department of Public Works and Green Light Plan officials announced today that work at the O’Neal Lane and South Harrell’s Ferry Road intersection will move into the fourth and final phase of construction effective Saturday, December 15, weather permitting, at which point the majority of through movement and turn-lane restrictions that have been in place during earlier and current phases of construction will be lifted as those access points and turn-lanes re-open to the traveling public.

“Road construction is never an easy process, especially when it impacts the routes we regularly travel to get to work, bring our children to school, and access businesses in the area,” Mayor-President Melvin “Kip” Holden said. “I want to sincerely thank the affected residents, businesses and schools for their patience, and for working with us throughout construction as we continue to move this project closer to completion.”

Work within Phase 4A includes the build-out of a dedicated southbound left-turn lane along O’Neal Lane, which will require the restriction of left-turns from southbound O’Neal Lane onto eastbound South Harrell’s Ferry Road throughout Phase 4A. Suggested detour routes for southbound O’Neal Lane motorists to utilize throughout Phase 4A are accessible at the Green Light Plan website,, and message signs warning of the turn-lane restriction will be posted at the intersection area.

Upon completion of the work included in Phase 4A, traffic and turning movements in all directions will be permitted while crews install the remaining new sewer force main and pavement. City-Parish officials do not anticipate any further access or turn-lane restrictions throughout the remainder of Phase 4 other than minor lane shifts and traffic switches.

Construction at the O’Neal Lane at South Harrell’s Ferry Road intersection started July 16 to widen the intersection as part of the work included within the Green Light Plan’s Southeast Area Group project.
