Arrested DPW workers have previous criminal history

BATON ROUGE, LA (NBC33) — At least two of those arrested for using the East Baton Rouge Parish’s money to fill up their personal gas cans have had multiple run in’s with the law.
Ensley Joseph, served over a decade in Angola for several armed robbery charges, simple escape and being a repeat offender.
Joyce Gatlin is also no stranger to the law having been arrested several times on various cocaine charges.
William Daniel with Mayor-President Kip Holden's office said “It's the parish's policy to background check all individuals applying for jobs, but we don't penalize people for having a criminal history.”
Daniel added employees are required to admit to their criminal histories.
