The issue of doctor's rights will be taken up by state lawmakers.
The proposal protects health care providers from lawsuits or consequences at work, if they refuse to give out a treatment that conflicts with their religious or moral views.
Critics of the bill said it violates people's basic rights to treatment.
They added, it could make it more difficult for women in rural areas to access the care they need, like birth control or the morning after pill.
Governor Bobby Jindal said it's just a matter of protection.
