BATON ROUGE,LA (NBC33) — A district judge has decided he does not have the jurisdiction to intervene in the implementation of the voucher program backed by Governor Bobby Jindal. Tecaher's unions had argued that the program was unconstitutional because it uses public money to fund private and parochial schools.
