House Bill 142, introduced by State Treasurer John Kennedy and Representative Dee Richard, passed through the Senate Finance Committee Monday.

After the committee heard testimonies and amendments to HB-142 the committee voted to pass it to the Senate floor.

The bill would reduce spending on state government consulting contracts by 10 percent. The savings from this reduction would go towards funding colleges and universities across the state.

The committee has rejected the bill three times before.

Kennedy says having this bill pass through the committee is a "breakthrough."
