TransOcean manager testifies in federal hearing

A manager for TransOcean says parts of the blowout preventer that didn't stop the BP spill weren't overhauled, according to testimony in a federal hearing.
The manager says even though a complete overhaul is recommended every five years, the nine year old blowout preventer only got repaired or parts replaced as needed.
The American Petroleum Institute recommends a complete overhaul every five years.
The TransOcean manager says the overhaul didn't happen because the company doesn't treat recommendations as mandatory.
