Plaquemine Parish authorities capture one burglar, two still at large

A New Orleans man was been charged with burglary and two of his accomplices are still at large.

On June 6 at around 9:49 p.m., a Plaquemines Parish Sheriff’s Office reserve sergeant noticed what appeared to be lights from flashlights moving about near a rear building on the former Belle Chasse Metropolitan Development Center property, located at 251 F. Edward Hebert Boulevard. This property is now owned by the Plaquemines Parish Government. The sergeant called for backup.

When deputies approached the rear building, three individuals fled on foot. One suspect, Rolando Robert Green, Jr., 27, was captured during a brief foot chase. The two other suspects were able to escape to a wooded area.

Investigators learned that all three suspects had parked their vehicles near the Cypress Park playgrounds and walked to the area to commit the burglary. The vehicles are described as a purple 1997 Chrysler van, a maroon 1998 Ford pickup truck, and a green 1998 Dodge pickup truck. Further investigation revealed that the three suspects utilized tools to disassemble and cut copper tubing, pipes, and wire from the premises without permission.

In addition to recovering the three vehicles, investigators seized numerous tools and several cell phones left behind by the burglars. 


Detectives subsequently identified the two at-large suspects as David Anthony Kellum, Jr., 30, and Thomas Troy Parks, 33.

The Plaquemines Parish Sheriff’s Office believes that the trio may be responsible for additional burglaries on the Westbank. Anyone with information on the whereabouts of David Kellum and Thomas Parks is requested to contact the Plaquemines Parish Sheriff’s Office Criminal Investigation Bureau at 392-1652 or 504-564-2525.
