Mitchell’s previous charges in connection to the death of Brandon Steele Parnell include Second-Degree Murder, and two outstanding warrants for Failure to Register as a Sex Offender from Livingston and East Baton Rouge Parish.

Detectives with the Livingston Parish Sheriff’s Office confirm that Mitchell did possess a firearm at the time he fatally shot Parnell. Detectives have learned that Parnell was shot in the white van in which he was in possession of at the time of his death. Mitchell then took possession of that white van – driving it for everyday for use up to 10 days. Mitchell also attempted to clean the vehicle in order to remove any trace of evidence. The owner of the van confirmed with Livingston Parish Detectives that permission was not given for Mitchell to drive the vehicle.

Following the death of Parnell, Detectives also learned Mitchell proceeded to drive around with two juveniles from the Walker area in that stolen van.
