The Tangipahoa Parish Sheriff's Office has arrested Richard Carl Welch, 35.

On September 20, 2012, Welch attempted to sell a stolen handgun to a local pawn shop. Upon learning that the handgun was stolen, the owner contacted the TPSO.

When Welch returned to the store later that day, he was detained while an investigation ensued. The investigation revealed that Welch had outstanding FTA warrants for traffic offenses. He was then taken into custody and charged accordingly.

The stolen handgun was not on Welch’s person at the time of arrest, therefore he was not charged with possession of stolen property.

The hand gun was later recovered and secured by the arresting deputy.
