Who wins and loses in Medicare ruling in Louisiana?

Baton Rouge, La (NBC33) — Health officials are weighing in on the Supreme Court's ruling on Medicare.
Dr. Ron Ritchey is the Chief Medical Officer for EQ Health Solutions.
He commented earlier today on the Supreme Court's decision to uphold the Federal Health Care Legislation and how that may affect Louisiana residents on Medicaid.
Ritchey says there will be winners and losers in Louisiana because of the decision.
“I think the winners would be anyone that is uninsured that is able to get into an exchange,” said Ritchey. “Losers are likely to be the individuals that experience an increase in cost under the Accountable Care Act, and that would be probably the majority of individuals in Louisiana.”
The Supreme Court gave their opinion on different parts of the President's Health Care Reform Act just a few days ago.
The justices decided in a 5-4 vote to uphold the Individual Health Care Mandate.
That means by 2014, any one that doesn't have insurance will be charged a tax, which is $95 a year or one percent of your income, whichever is greater.
