Hempstead County, Arkansas officials are looking a case of dead animals reportedly being dumped off a rural road.

Phillip Roberts says he found several dead dogs, remains of a cow, and a dead goat in a small creek along Hempstead County Road 49, near Fulton.

The bodies are decaying and are mixed with trash, Roberts said.

"It's sickening when people don't want to stop dumping. It's ruining our earth," Roberts said.

People passing by have complained about the smell.

Hempstead County officials are looking into which agency is responsible for the clean-up.

"With animals being in waterways, there's a lot of regulations to that. That's why they're supposed to be disposed of properly," Emergency Coordinator Jessica Hardin said.

A spokesperson for The Arkansas Department of Environmental Quality says the dumping site is on private land.
